Job Description:

TS Banking Group is seeking to hire a Human Resources Operations Manager. This role is a technical manager that coordinates Human Resource programs and policies with emphasis on the benefits and compensation areas, ensuring that the organization is in full compliance with applicable laws and regulations. In addition, the position works closely with the Chief Talent Management Officer in developing, implementing and evaluating ongoing Human Resources programs, policies, functions, and activities.

Preferred education and experience: Bachelor's degree from an accredited university or institution with a major area of study in Human Resources, Business Administration, Accounting, finance, or other closely related field. Professional work experience in a Human Resources department may be substituted for the education requirement on a year-for-year basis. Possess a minimum of two years' of professional work experience in the area of Human Resources or other closely related field.

Experience and Skills:

  • Develop and implement performance management processes for all employees
  • Assist with the management of the company’s wage and salary administration and performance appraisal/management programs. Participate in compensation and benefits surveys on behalf of the company and maintain competitive salary ranges for all jobs. Oversee the preparation and distribution of spreadsheets for the annual salary review; forward company-wide salary increase package to the assigned team member for completion; distributes annual compensation policy.
  • Develop, implement, and maintain HR policies and programs
  • Administer benefits programs, including conducting analysis and serving as primary contact with providers (including group health and life), workers' compensation, unemployment and retirement plans.
  • Manage annual open enrollment period. Arrange for distribution of plan summary materials and required notices, assist with communicating changes to employees and arrange for onsite representation by providers. Conduct employee presentations. Process changes within deadlines.
  • Conduct new-employee orientation to ensure employees gain an understanding of benefits plans and enrollment provisions. Counsel employees on plan provisions so that individuals can make informed benefits decisions.
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.
  • Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations. Ensuring complete compliances with federal and state laws/regulations.
  • Advises management on the formulation and administration of plans and policies for human resource activities.
  • Act as back-up payroll processor and perform other administrative functions falling under purview, as required. Ensure that all agency regulations and retention requirements are met.
  • Ensures program or section area is in compliance with established policies and procedures and with any relevant federal, state or local laws.
  • Prepares and maintains special internal and external reports as requested by the immediate supervisor.
  • Answers non-routine requests for information on policy interpretation.
  • Assists with developing, coordinating, and recommending changes for the improvement of workflow in the program or section area.
  • Develops methods and procedures for compiling and analyzing data for reports and special projects.
  • Conducts periodic audits of human resource activities to ensure compliance with laws, policies and procedures.
  • Participate in professional development sessions or seminars.
  • Leads special and cross-functional projects.
  • Lead coordination of and activities relating to administration and maintenance of payroll and employee benefits programs. Assist with the development of, implement and control programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.
  • Strive to ensure employee understanding of benefits programs by regularly generating communication and counseling employees/dependents as situations arise. Process benefit changes for employees based on change in status and/or qualifying event.
  • Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could affect organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management, employees and retirees accordingly.
  • Ability to perform all other duties as assigned.
  • Comply with all banking and company regulations, policies, and procedures.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information and respond to questions from employees of company and the general public. Must possess good communication skills. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to operate the following: telephone, personal computer, printer, copy machine, fax machine. Working knowledge of word processing, spreadsheet, and database software programs. Advanced PC knowledge beneficial.
