Job Description:

TS Banking Group is seeking to hire a Compliance & CRA Officer. This role will be responsible for providing an independent assessment of bank compliance issues and implementing, coordinating and monitoring compliance programs to safeguard against systematic violations of federal and state banking laws and regulations. Responsible for developing, implementing, and administering all aspects of the bank charter’s Community Reinvestment Act (CRA) Compliance Program to ascertain how the charter is responding to the credit needs of low and moderate individuals within members of the bank charter’s market area. The individual in this role will work independently of management and exercise professional skepticism; high level of independent judgment and discretion is required in performing assigned task. Work is performed within the framework of standard compliance program guidelines.

Education and/or experience preferred includes: Bachelor’s Degree (B.A.) from an accredited college or university or institution with the major area of study in business, accounting, finance or other closely related discipline. Plus additional bank related education and/or training. Possess a minimum of eight to ten years of professional work experience as a Compliance Officer, CRA Officer or comparable position. Preference may be given to individuals possessing a Certified Regulatory Compliance Manager certification, or other relevant professional certification.

Location of position: This position can be based from any of our company locations in Iowa (Treynor-headquarters, Council Bluffs, Atlantic, and Corning), North Dakota (Tioga and Crosby), or Illinois (Clinton).

Experience and Skills:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Develop and adhere to a compliance program that is approved, reviewed, and revised by the Board of Directors.

  • Implement appropriate compliance procedures for new and existing laws. Disseminate information and advise staff and Board of Directors regarding new and existing laws, regulations and emerging CRA issues.

  • Serve as an expert and provide advice and opinions to other staff regarding compliance issues; research topics utilizing a wide variety of sources to obtain accurate and timely information.

  • Recommend and implement regulatory requirements; maintain schedule of compliance activities; delegate compliance requirements to affected staff.

  • Assist Director of Internal Audit and regulatory examiners to expedite the examination process by gathering requested documents, providing reports and work papers; respond to questions and comments; attend exit meeting to review recommendations and overall rating.

  • Determine the need for and make recommendations to the Director of Talent Management regarding mandatory compliance training for bank staff.

  • Attend and provide input at internal and external meetings.

  • Review technical bulletins, alerts, newsletters, etc.; disseminate pertinent information to affected staff.

  • Plan and develop systems and procedures to improve the operating quality and efficiency of the department.

  • Prepare financial and regulatory reports required by law, regulations and the Board of Directors.

  • Ensure that staff maintain updated manuals and references as resources for training and business continuity, and to fulfill industry compliance guidance and regulations.

  • Identify questionable actions, operational inefficiencies and collaborate with staff to resolve or improve them.

  • Advise Executive Management and bank charter personnel of emerging compliance issues and consult and guide the charters in the establishment of controls to mitigate risks.

  • Develop, implement, and administer the bank’s Community Reinvestment Act Compliance Program to ensure the bank helps meet the needs of the community and strives to attain internal CRA compliance goals.
  • Monitor the bank’s CRA performance and make recommendations to Executive Management to improve performance. Provide quarterly reports to Executive management and Boards of Directors on the bank’s CRA position in the community.

  • Supervise compliance with the CRA and HMDA data collection, reporting, and disclosure requirements.

  • Maintain each charter’s CRA public file as required by the Community Reinvestment Act.

  • Responsible for handling verbal or written complaint(s) that impacts a charter’s CRA performance and assist in issuing a response to the complaint. Maintain copy of complaints, responses, and supporting documentation.

  • Organize, train and equip staff to sustain a successful CRA program on an on-going basis.

  • Comply with all company and banking regulations, policies and procedures.

NON-ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned. Maintain educational and professional expertise through attendance at job related seminars, conferences and workshops, and involvement in professional and community groups in leadership positions.

SUPERVISORY RESPONSIBILITIES. No supervisory responsibilities.

LANGUAGE SKILLS. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from clients, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effective present information to top management, public groups, and/or board of directors.

MATHEMATICAL SKILLS. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES. Must have the ability to operate a PC and printer, copy and fax machines, and telephone. Must have good working knowledge of word processing and spreadsheet software programs. Advanced PC knowledge.

KEY CONTACTS--Internal and External. Has frequent contact with all departments.
